Fish Mooney is back from the dead, a classic Batman villain emerges and we learn who is behind Hugo Strange’s experiments.

The experiments of Professor Huge Strange (B.D. Wong) led to the birth and rebirth of rogues and attracted the attention of secret sinister society from the comics.
Fish Mooney made a killer comeback as the only survivor of Strange’s experiment with kettlefish and electric shock to be resurrected with her memory. The fallen mobster is now deadlier than ever, armed with a persuasion power.
The biggest villain moments are the most subtle in a series packed with outrageous bad guys. The Court of Owls finally made their television debut. A unseen woman in a mansion says “we need to gather the Court” then we see an Owl mask on the side table. We can assume the Court of Owls is behind Strange’s experiments but now he’s become a liability. The woman (in mask) later confronts Strange via a mysterious monitor over his monstrous creations and capture of Bruce Wayne. It turns out The Court does want Strange to be able to resurrect the dead with memories intact -Subject 13 aka Fish Mooney is his success story.
Earlier in the episode Clayface was born as a result of Strange’s experiment octopus DNA on a dead inmate who turns out to be actor Basil Karlo.
“He’s a performer, a chameleon of sorts,” Strange tells a capture Jim Gordon.
As the episode ends, a device comes off Karlo and he looks and sounds like Gordon.
