Jim Gordon and his fellow Gotham City Police Department are facing new foes along with returning rogues Penguin, Riddler and Barbara Kean.

The heroes of Gotham will have to face a new enemies:
Theo Galvan, who will be played by James Frain (True Detective, True Blood). Galvan is described as “a billionaire who wants to save the city from itself, while his sister Tabitha will be Gotham’s take on the super-villain Tigress.” Tabitha will be played by Jessica Lucas (Gracepoint, Pompeii).
Gotham returns September 21 on Fox.
