The Rise of the Villains continues on Gotham.

The surge of mad energy from Cameron Monaghan as Jerome Valeska (aka he who might have been the Joker) is over – sigh – but the evil is far from over.

Robin Lord Taylor is back front and center as the Penguin but it’s Theo Galavan (James Frain) still oozing with a sinister slow burn as he continues his long term plot.

Oswald Cobblepot isn’t safe from Galavan. The Penguin is perched atop the underworld but now he’s been tamed by a more dangerous bird of prey.

Here it comes.

Galavan orchestrated the breakout and creation of the Maniax then killed it’s insane leader Jerome in order to become Gotham City’s new hero.

In Strike Force this week, Galavan holds Penguin’s mother captive in order to get Oswald to do his bidding and reveals his next move: running for Mayor. While Valeska, Barbara Kean, the Maniax and Penguin grabbing the spotlight with their lunacy and ultra-violence, it’s Galavan that’s a slow and steady force of evil we can’t wait to explode.

Michael Chiklis joined the cast as Captain Nathaniel Barnes, who may be Jim Gordon’s strongest ally yet…or is he part of Galvan’s endgame? Barnes has declared war on the Penguin and that will test Gordon’s limits since Cobblepot knows his darkest secret.

Gotham airs Mondays at 8pm on Fox.
