King and Finch pack a ton in this second chapter but where are they taking us?

Here it comes.

In the first issue Batman is willing to die to divert a crashing plane to save Gotham City. The Dark Knight and city are saved by a super powered duo called Gotham and Gotham Girl.

In the second issue we jump into the action as Soloman Grundy is on a rampage. Batman uses this to teach his youthful super partners a lesson in taking down an opponent.

A meek man reveals he unleashed Grundy before telling Jim Gordon, “the Monster Men are coming. Aren’t they strange?” before killing himself.

As the issue draws to a close, another victim is getting orders as a pawn of Professor Hugo Strange.

In the final pages we see Strange is working with Superman enemy General Lane and Amanda Waller of Suicide Squad.

Lane says to Waller:

“Congratulations Miss Waller, you’ve finally saved the city.”

Waller responds:

“Someone had to”

Hugo Strange’s comeback is huge but is he just a pawn of Lane and Waller…or is a greater enemy waiting in shadows?

What is Waller’s endgame?

With King’s CIA background he could be taking Batman out of Gotham City and into a global conspiracy stretching across the DC Universe.
